I have been using an old mac pro connected to a 4k samsung LS32A70. Was using it with the hdmi cable it came with, 4k @60hz, no issue. I just bought a used mac studio m1 max and hooked it up to the samsung hdmi. During setup the background had a heavy white noise. After setup i went to monitor settings. Was 4k @60hz. I changed the refresh to 50hz, less static. Changed the refresh to 30hz, no static. Back to 60hz and a bunch of static. I went to the menu on the monitor and was set to fastest refresh rate. Not sure why this is happening. Running macos 14.1.
 
I found a workaround. I got a displayport to usbc cable and hooked the samsung to that and now i get 4k @60hz. Problem solved.
